From Charleston to Jakarta How Justin Fulcher Changed Healthcare

Growing up in Charleston, South Carolina, Justin Fulcher was the kind of teenager who turned a school IT side project into a profitable business. He had learned his first coding language at seven and launched a company at thirteen. When he enrolled at Clemson University to study computer science, he lasted about a year before concluding that moving at the institution’s pace wasn’t working for him. He left for Southeast Asia with a return ticket and an open-ended curiosity about what he might find.

The Spark Behind RingMD

The defining moment came in Jakarta, where Fulcher saw a man drinking contaminated water from the ground while holding a smartphone. Across the region, he kept encountering the same disparity: mobile connectivity had arrived well before basic healthcare infrastructure. That observation became the foundation for RingMD, a telehealth company Fulcher incorporated in Singapore in 2013. The platform was built as a full system not just video consultations, but triage tools, patient communication, data integration, and a provider marketplace where patients could filter by location, price, insurance coverage, and real-time availability. Justin Fulcher described it as among the achievements he was most proud of.

COVID and the Push into Government Markets

After selling a majority stake in 2018 and relocating the company to Boston, Fulcher oversaw RingMD’s relaunch in the US in 2019 with an institutional focus. Early 2020 brought the pandemic, and the company offered a white-labeled version of the platform to healthcare providers worldwide at no cost. Justin Fulcher noted at the time that COVID had transformed telehealth from optional to essential. The platform eventually became FedRAMP Moderate compliant, FISMA compliant, and HIPAA compliant, serving clients including India’s Digital India program and the US Indian Health Service, which covered roughly 2.6 million American-Indian and Alaska Native individuals across 37 states.
